Summary of Position

The HSE Engineer is responsible for supporting UPSIS’ HSE culture, policy and objectives, specifically the day-to-day oversight of safety related activities related to the execution of safe work, in support of their assigned business unit(s). The responsibilities and duties below are designed as guidelines regarding the HSE knowledge and activity of HSE Engineer, in support of their assigned business unit.
It is up to an HSE engineer to ensure that all occupational health and safety standards are followed and that adherence to environmental laws is maintained in industrial settings. HSE engineers devise safety plans, monitor practices to ensure compliance, write up safety policies and procedures, and respond to emergencies as needed. They also review the impact an industry has on the environment and create plans to minimize or eliminate any impact.

Essential Job Requirements:

– Responsible for managing and supporting multiple HSE programs for the organization including defining the strategy, approach, processes, quality, tools, and reporting that provide global risk management consistency and excellence.
– Supports quarterly risk management steering committee reviews.
– Develops safety policies and protocols to minimize risks, outline safety procedures, and ensure regulatory compliance with federal occupational health and safety laws and regulations.
– Identifying and assessing potential risks.
– Develop and implement strategy and process improvement initiatives.
– Investigate incidents, offer corrective actions, and follow up to ensure that the issue leading to the incident has been addressed and corrected.
– Conduct Safety Audits to identify possible hazards and address potential risks.
– Develop, lead, and conduct safety training programs for employees.
– Lead and provide expert hands-on technical involvement on issues, programs, and processes involving compliance with HSE standards and policies and interpretation of local and national HSE requirements, permits and regulations.
– Successfully integrates HSE teams and processes with operations.
– Assist and supports all EPC / Capital /Maintenance work at client facilities
– Fulfills a leadership role in coordinating successful implementation of HSE processes to achieve world class results.

– Conducts assessments to evaluate the performance with UPSIS HSE directive(s), protocols, guidelines, and government regulations.
– Ensures that procedures are established to keep informed on all existing and proposed changes regarding occupational health, safety, and environmental regulations.
– Advises senior management regarding the impact of applicable regulations on site-wide operations.
– Assures the integration of technical HS&E requirements in alignment with UPS Industrial Services as well as site needs.
– Develops procedural implementation and change management process with Operations and support services team to ensure proper governance and controls exist.
– Examines procedures for consistency and gaps relative to regulations in addition to impacts on client experience.
– Has the ability to operate with a limited level of direct supervision.
– Can exercise independence of judgement and autonomy.
– Acts as SME to senior stakeholders and /or other team members.
Administration
– Submit reports to Operations and HSE leadership.
– Ensure all HSE forms / documents are available for use and are filed accordingly.
– Ensure data collection is completed as required.
– Use data trends to identify areas of focus and make recommendations for improvement.
– Collaborate with site / project leadership to prepare and submit safety action plans and subcontractor requirements as needed.

Required Education

– Bachelor’s degree or equivalent experience
o Preferred Degree – Occupational Health and Safety or Environmental Management
– Master’s degree or Safety Certification preferred.

Required Experience

Minimum of 8-10 years of direct risk and compliance experience in the petrochemical, refining or related industry.

Required Skills

Computer skills – it is helpful for HSE engineers to possess strong skills in areas of word processing, presentation applications like PowerPoint, and various programs such as incident reporting and environmental management software.
Technical skills – a thorough understanding of electrical safety, lockout tagout, machine safeguarding, and industrial machinery operations are crucial for this position.
Collaboration – With Operations and HSE leaders – must work with other professionals to create a safe environment for workers.
Eye for detail – Must have attention to detail attributes – be able to spot potential hazards, identify safety concerns, and recognize practices that could harm the environment.
Analytical thinking – analyzing regulations, compliance guidelines, safety practices, audit reports, and other documentation is a must for this position.
Problem-solving skills –Review safety issues and possible environmental impacts and offer real solutions to prevent incidents and injuries and address environmental concerns.
Communication skills – producing clear and concise reports, leading training classes, and speaking with federal officials such as inspectors and auditors calls for strong verbal and written communication skills.

Physical Requirements

This position requires intermittent extended work hours and the ability to lift 50 pounds. This position requires physical capabilities of climbing stairs, ladders, and long-term standing.

Travel Requirements

Must have a current driver’s license, insurance, and meet the requirements of the fleet/vehicle policy.

Supervisory Responsibilities

This position has direct reports, determined by the Director of HSE.

Working Conditions

This position requires work in both field and office settings. Up to 25% of travel may be required based on business needs.
